Tottenham is reportedly seeking £35 million to sell the midfielder this summer.
Bissouma's contract with Tottenham expires next summer, and if he is not sold or extended, he can sign a pre-contract with any foreign club from January 1.
He will then be able to leave Tottenham on a free transfer next summer.
